Villager resetting trick...Um how does it work?

I heard that you can get the same villagers in your town and new ones by reseting the game and doing something. Does this work? And what else do you have to do?
 
The Villager Reset Trick is where you can move a new villagers house plot

1. You know someons moving in
2. Skip a day and set the time to 5.58am
3. Go on your mayors filie and save and quit without doing anything. Then wait 2 minutes
4 Start a new save
The plot should be moved

umm...never heard of that trick before, usually I just

1. When it's a new day, do not start the game on your mayor's file, instead create a new character
2. Go through the Rover thing, and go explore your town for a house plot (or camper)
3. If it's not the designated house plot/villager, press the home button and reset.
4. go through steps 1-3 until you find a nice house plot/villager
5. Talk to Isabelle and get a house anywhere. Save and quit once you're done becoming the resident of the town.

You can delete the extra character right after this.

Yeah, this is the trick I've heard of too. I haven't actually tried it, since I don't care enough to make a new character or reset to try to get a certain villager. But a lot of people here have used it before.
