villager trading question

ive never traded a villager before and i want to get a couple of villagers that i want into my town but i have only 9 villagers right now and ive read that in order to get a villager that you want through trade that you Have to have 10 villagers *thats something that i dont want to do*. is this true that you need 10 before you can trade?
 
that doesn't make sense to me...if you have 10 villagers and you ask someone else's villager to move in, it doesnt give you the option to swap out like it would at the campsite. you should be able to move out villagers and move in new villagers when you have only 9. am i misunderstanding something though?

I think OP means they don't want to build the 10th plot.

As far as I am aware, in any case, as long as you have an empty plot, they can move into it.
But you NEED to have an empty plot, period, otherwise they'll ask you to build the 10th plot.

But do villagers even move out if you don't have a full island? I think I read somewhere you need 10 villagers before anyone will ask to move.

They ask to move out even if you don't have all 10 villagers/plots placed. I was slow placing my plots and one of my starters moved out when I had maybe 7 or 8 villagers I think? Certainly before 10 in any case.

i think i also remember having a villager move out before i had all 10 plots. i can't say for certain though

You can have villagers start to ask to move out once you have six villagers. There's a formula for the % chance a villager will ask to move out on any given day, but it doesn't take effect until you have a sixth villager. With that in mind, due to the formula, it probably will take you longer to get a villager to ask to move out than it would somebody who has all ten, and that's simply because the formula is (Vx5)+C where V is the number of villagers you have. C is the # of days since someone has asked to leave. There is a 15 day period after you fill a plot before somebody will ask to move in. There is also a 5 day period after you tell a villager "no" to leaving before another one will ask to leave.
 
they do ask to move out if you have only 9 villagers. ive had a few of mine move out already. i dont want the tenth villager plot, which is why i was asking this question. i want eugene lol! but i dont want to have to weed through a thousand other villagers just to finally get him *if i ever would at that pace* so buying him is my only option.
