Villagers who were removed and came back in HHD??

Sorry if this is the wrong place for this, but I'm a bit curious! Recently I've been reading about villagers who were in older games and not in New Leaf. Some of them I think are really cute, like Stella and Piper! And they haven't been back since the gamecube version... but according to the wiki, these guys and others (such as Sprocket, Rex, Paolo, Maddie, and Boots) reappear in Happy Home Designer?
I haven't seen any of those villagers--except for Carrie, who is the one you design an exterior for as a tutorial, and Louie, who was part of the 30th anniversary Mario thing. There was also Claude the bunny, whose DLC I believe I missed.
So I'm just kinda curious, have you guys seen them; have I just not played enough? Or will they be part of some future DLC/event and if so, how do we know this? Data miners I guess? Or maybe they're future amiibo cards?
And finally, do you guys think they'll be back in the next main game? I'd love to have Monpe the squirrel, so cute! Too bad Bessie and Woolio from the GC version don't seem to return

But how do you know they're going to be DLC? Is it in the data, or are you just assuming? Where can I find this information?
Sorry if I sound rude, it's just that when I'm told things that I can't find an actual source for then I'd like to know the source :c

Isn't Monpe in HHD?

The Animal Crossing Wiki said she's returning in HHD along with a host of others but they have no source for the claim, so I don't know. I haven't seen her either. I suppose she'll be DLC? There's no card that I know of.

Aw I was really hoping for Twirp! And I can't believe Stella is coming back, I for some reason HATED her and she refused to move. I would send her garbage, hit her with the net....nothing worked. I think she is still there, in fact (haven't fired up my town in a year or two).
