Tickets, as far as I know, are only available as currency during "The Fair" event. You get them by participating in the events held, and then you can spend them on raffles or exclusive collectibles. Right now, they're not available to anyone.

as Bowie mentioned, the tickets are especial event currency for the Bell Tree Fair, which was held this past August. it probably won't be held again until next summer.
