What happens when you have 10 villagers?

I was wondering what happens on random islands when you have 10 villagers? Will the islands be empty?

I have 10 villagers but want to try get a new 10th by island hopping.
I'm wondering if it will be like amiibos and allow me to force out someone and replace them or will I have to kick someone out before villagers appear on islands again?

Yes they will be empty if your island is full, at least in my experience. I've wasted a couple of tickets trying to find villagers.

Pretty sure they can start to move at 9 villagers as well. I think Marshal was my 9th villager and he tried to move right away but I could be remembering wrong.

I had a villager ask to move out when I was at 9, so they will start leaving earlier than max-capacity! I think I’ve seen people say they even had someone ask to move at 8 villagers
