If you've talked to them more than once (after you've introduced yourself as mayor) then do not ignore them.
Opposite. You need to befriend them. Talk to them so much at once until they have that little thought bubble every day or every time you see them. Once you've befriend them enough they will be satisfied enough to want to move.
as far as i know, i don't really think there is a certain way. ignoring them only seem to have made them stay in my town longer sadly.. it's seems more like befriending the villager makes them want to move faster. a pretty messed up system i know, but the villagers i've befriended seem to ask to move more frequently than the villagers i ignore.
Side note: If you get other villagers moving in in future that you don't like, talk to them only once (when they're still in boxes on the first day and you're introducing yourself), and then NEVER talk to them again. It's much quicker than befriending, I find, but only works if you've never talked to them before. ^^
From what I know, apparently it's kinda' random. At 6am the game will chose who pings. I've done everything people suggest to Kiki, Moe and Colton and they don't work so my best bet is that it's random.
For me, I actually found ignoring and abusing with a bug net makes them move. I had Avery in my town and I kept hitting him everyday and not speaking to him otherwise, and he wanted to move before anyone else! He'd been the last person in too. I have to say though, skipping four days at a time, my unwanted villagers ping and ask to move. I use that trick the most, as well as abusing and ignoring them on the days I stop on. I think it is just random though as Zell and Lopez keep asking to move.
