What's this Halloween movie called?

I've been trying to remember the name of this movie for a while. I used to watch it every Halloween on Cartoon Network.

The movie is about these kids going trick-or-treating. I remember there was a blonde guy dressed in a Devil costume and a brunette dressed as a cat. And there was a younger girl who was dressed as a fairy and has big eyes compared to the others. They came to a really creepy house so the other kids told the young girl to trick-or-treat there and when she did there were monsters there. But the monsters were very friendly and celebrated Halloween with her. Also, in either this movie or its squeal the blonde dude was trying to ruin Halloween by smashing pumpkins and putting flammable signs on the costumes, ect.

THERES THIS COWBOY AND HES LIKE THE KING OF THE CASTLE. AND THEN THIS ASTRONAUT SHOWS UP, AND HE TRIES TO TAKE OVER. SO THE COWBOY ATTEMPTS TO MURDER HIM BUT INSTEAD, THE ASTRONAUT IS TAKEN HOSTAGE BY THIS EVIL PSYCHOPATH AND THE COWBOY HAS TO RESCUE HIM AND THEY END UP BECOMING REALLY GOOD FRIENDS
