When can you start playing the HHP DLC?

Hello everyone!

I'm going to ask for the happy home paradise DLC for christmas, and to kick of the new year, I'm going to reset my island. But do you need to get your island to 3 stars to start playing the DLC or can you play the DLC when the airport opens up?
