When does Nook offer to expand rooms?

Unless I'm doing something wrong, every time I go upgrade my home he only ever asks if I want to add an extra room and never to resize an existing one like in NL, I don't want extra rooms I want to increase the size of my super tiny ones

You can't expand the small rooms unfortunately, I don't know what the devs were thinking.
