When exactly do villagers get out of 'tutorial mode'?

My Residential Services Building was built and the hourly music unlocked but I've yet to see villagers do a bunch of things that they could do in older games. Their dialogue is still quite basic. They Don't hold conversations with each other. Don't ask me to bring an item to so-and-so, etc.

When do they finally open up?

You have to raise your friendship with them. Talk to them a bunch, write them letters, give them gifts. Sometimes they'll ask for a fish or bug. If you give them a rare one, they'll increase in friendship even more

If you do this daily it's pretty easy to unlock better dialogue. My villagers talk to each other, wave at each other, and ask me for favors all the time

Ikr I've been talking to them a bunch, writing them letters and giving them gifts but alas they only talk about player titles until dialogue is exhausted

I had delivery quests before my town hall and usually they only elevate their dialogue if you talk to them a bunch throughout the day. Like in previous titles I remember getting tasked to do something as the first dialogue option, but now they usually talk about whatever tool I have or whatever furniture they see.

I've had a quite a few delivery quests now. Twiggy keeps calling me her bff Katt doesn't complain when I swing by(lol, at least not too much anymore) and Rod actually likes me now!

Talk to them, a few times a day, but not enough to tick them off. Then for two days send them at least two letters, with gifts attached. It's probably better if the gifts are what fit their style(not sure about the style thing, but it can't hurt), but the gifts can be anything, even weeds, as long as its a gift. By the third day, they'll be a lot warmer to you, and you can give them gifts and sometimes do errands for them. They also won't yell at you when you talk to them either.

i'm probably about where you are in the game and i have lots of requests from my villagers now! they also randomly like to give me stuff, talk to each, etc etc. i just talked to them multiple times a day, gave gifts, and sent letters.
