I didn't start getting bamboo recipes until I had found a bamboo island and chopped bamboo wood. I'm not sure if it's a coincidence, but they started appearing in bottles and balloons a day after I got my first bamboo.

I got bamboo recipes before I had any bamboo of my own so it isn't tied to whether or not you have bamboo.

Hmm.. Not sure. i'd assume if it is seasonal, all of spring perhaps. So march-june or so?

I found a DIY recipe for a bamboo item from a balloon right before I went to my first bamboo mystery island. Then I got a bunch of bamboo items randomly from balloons.
