Where do we edit houses and town projects?

If you want to edit houses or redo them, you have to go to the house that you've created (during the day) and talk to the villager who lives in it. You can then choose to redo the house!

As for the town projects, after you've build the hospital, caf?, shop and school, you either have to rebuild the school again or it immediately unlock Digby, who then, if you talk to him, will allow you to rebuild the town projects!

As far as I know, there is no limit to redoing things!

I need to experiment with this myself, but as I understand it, you have the choice of a "deluxe remodel", which will allow you to go back in and muck around with what's already there, or start from scratch - a new build.
 
I have edited two houses so far, and each time all of their stuff was still there during the edit, both inside and out. I don't know about buildings though, but I would imagine it's the same.
 
^^ I just stormed Tia's Mad Hatter's Tea Party and had the option of a Deluxe Remodel, which keeps everything exactly as it is, including house size (where you can go in and edit what the villager already has) or a New House. That's where things could get tricksy. You have the option of making a smaller house, or the same size or bigger (which is what I picked).

You start by choosing the plot of land and it starts you on the villager's existing plot and season. I was a chicken here and kept her on the same plot and season. From there, you can choose from a few different floor plans. Because Tia already had 2 rooms, I had the option of 2 rooms or 3 (two on the main floor plus either upstairs or basement).

I went with 2 rooms. There were several options, but I went with the same layout as she has now, but a larger size. When I arrived, her yard was exactly as I'd done it the first time and the furniture is intact but there's a lot of new room around the edges (just like when you expand a room in AC:NL). I'm going to muck around in her house for a bit, but will then try a caf? remodel to see what the options are for a public building.

To add to this: if you change plots, your yard starts over from scratch, but the furniture in your house stays the same. Changing only the season doesn't change anything. You have to upgrade like 4-5 times to get the max house size (I just finished Deirdre and Marina who NEEDED huge houses, let me tell you). If you choose "smaller house", it brings you back to the very first floor plan selection (and not the stage right before the current one- i.e. if you're on a 4th-stage upgrade, it will give you the options for the 1st stage floor plans instead of the 3rd stage ones, unfortunately. Deirdre ended up with a too-large bathroom because of this :/)
 
I couldn't handle the pressure of doing Tia's house (not mentally prepared), so just spoke to Digby to remodel. All the furniture does indeed stay exactly the same, as cherrypup309 says. You do, however, have the option of choosing a new exterior (from the same options as the first time 'round) and you have floor plan choices. You can go with the size you already have or choose something larger. There were 4 different configurations to choose from, including your initial floor plan. I went for the biggest one and all my original furniture was there, again with a ton of new space around it.
