Whitney is being a pain in my butt!

I am plot resetting right now and Whitney is coming in. I have an area where most of my villagers are that I want her to be in but she is NOT having it! Its too late to put more patterns so she will avoid certain areas so thats a no go. I don't know what to do! I did this most of the day yesterday and all morning this morning and she is only going t 3 different spots.
