Why does time move in HHP vacation homes?

So there's the weather/time of day settings that you can select. Once I set it, I expect it to stay that way since I'm designing it to specifically look the best at that time. But after decorating for some time, the time just progresses and suddenly it's bright and sunny in my horror mansion... kinda ruins the mood. How does this work... when people visit, does it not matter what time of day you select? Do I have to set the weather/time of day last? Like right before I say the house is done, so it can save at that time? I really wish it would just stay that way forever instead of moving If anyone can explain it to me, I'd really appreciate it.

From what I saw, time keeps moving. So yea, choosing it last (or going back and rechoosing it before you say you're done) will set the clock back to where you want it.

I suppose it's similar to dream addresses. The time is saved, but if you stay around for a while, the day progresses.
