Why is Rafflesia Not a Canon Villager?

Rafflesia is a proud member of my town in City Folk so why is it not considered to be a villager? Nobody ever talks to it, nobody ever mentions it or sends it letters. Nintendo please stop ignoring Rafflesia and give Rafflesia some appreciation.
