You just need to hit perfect status once, and then you get the DIY from Isabelle. Did you maybe put the DIY in storage?

Have you asked her about your island rating. I got mine from her after I asked about the rating,

Probably a silly question but your at 5 stars right. Because I can’t think of any other reason she wouldn’t give it to you. You don’t have a screenshot of what she does tell you do you ?
Do you have any other residents on your island you could use to check with . See if they can get the golden watering can DIY.
