Why won’t she move?

Why is it that the one villager you want to move just refuses to go? I have been wanting merry to move for a long time but she will not get the bubble. And not just the move out bubble she won’t get any bubble at all. I am friends with her because I got her photo a while back but I stopping giving gifts at that point. Idk if I should try to raise the friendship or lower it or do nothing. I know I can move her via amiibo but I want to island hop. Any tips?
 
Is she the most recent villager to move in? If so, then she can't move out until someone new moves in

Otherwise, you could try the thought bubble reset trick - wait until someone else has a thought bubble related to moving, then reset your game without saving until she is the one with the thought bubble

And besides those two things, you just have to wait it out lol. My original villagers took ages to move out, despite having many other newer villagers moving in and out regularly
 
The move out bubble is randomly selected, but the odds of the selection are determined by friendship level. Villagers with high friendship have a lower chance of getting the move out bubble (though it's not impossible unless they are your most recent move-in). Since Merry is at best friend level (indicated by her giving you her photo), she will be less likely to leave unless your other villagers are at best friend level (then the odds even out).

If you have villagers at lower friendship, you could work on getting them up to the same level as Merry's to increase the odds Merry would be selected.

It's kind of complicated, but if you have a rough idea of what level of friendship you are at with each villager, you can figure out the percentages of who is most likely to move next: villager-moveout-calculator

You may already know this, but you can also try to "move the bubble". Don't finish the conversation or don't talk to the villager with the bubble, exit the game, and time travel a day forward and a different villager might get the bubble.

Rex has been on my island for over a year. He’s one of the 3 villagers I had to invite from a mystery tour to continue development of the island.
I’ve celebrated his birthday twice and I have 3 framed pictures of him. He has never asked to leave…
I think he’s broken.
