Well, I think it is because you haven't played for 3 days. The closer you are with the person, the earlier they will tell you when they'll leave.

I TT day by day and talk to all my villagers and do things for them. I made a dumb mistake with Zell and accidentally got him into boxes. Overly tired and not thinking.

I have had it where Phoebe never pinged me once and no villagers mentioned her thinking about moving. Isabelle just said she was leaving. I wasn't heart broken. I did enjoy her and talk to her everyday once or twice/did favors for her when asked. It seemed really odd. I've gone through a lot of villagers, Phoebe was the only one that something like this happened to. Even in the beginning of the game, if I ignored a villager for weeks/wasn't 'friends' with a villager they may not have pinged me, but there was always some other villager mentioned they were thinking about moving.

I'm sorry that happened to you with Marshal. It's really unfortunate :c

So sorry this happened to you It happened with me and Phoebe. She never even pinged me, then one day she was just in boxes and I was heartbroken. It's really tough. Is there any chance you could cycle the 16 villagers and move him back in?

Yeah, this is probably what happened. I've never had anyone move without pinging and telling me, but I play every day.

It does happen. I play every day and Phoebe still moved without pinging me or anything I think it might just be a game glitch of some sort sometimes. Normally I get pings, but I didn't for Phoebe.

They do the same on the Wii so personally I wouldn't say it's a glitch, just part of the game - an annoying part!
