I really, really want Chops in my town,
But there's nobody I can find who is giving him away w/o voiding him...
Would it be against the rules to make a thread offering art/tbt for him,
And if not, where would I put the thread?

As far as I know, looking for/buying threads for villagers aren't allowed, so you have to post in "Villagers Wanted" ^^
I'd definitely notify a few cyclers so they can save him for you if he ever stumbles into their town.

you could say that anyone could get a slot in your shop and be like the first slot if they gave you chops? you can also lurk for him in the various cycling towns in the villager plaza, i'm sure he'll pop up somewhere, good luck!
