would two carts and one 3ds make two towns?

My parents want to play. they each want their own town. but a 3ds is expensive. could they make it work if they buy one 3ds, and two copies of the game? would each cart represent a separate town, even thought they would be using the same 3ds at different times? or would they each need their own 3ds?

sorry if this is a dumb question, but i don't want to give them bad or inaccurate advice.

From memory they will be separate towns since the game would save to the Carts and not to the 3ds.

Each game cart would possess its own town, yes. Features like StreetPass would only be available to one cart at a time, however.
