I did not include screenshots because I do not really want it to look like my mayor~I just want a cute chibi character. If this is not possible, I will have to get a chibi somewhere else and include it in my request
It is not possible. As it says, I require high quality art reference or a screenshot from in-game. Going off descriptions makes it hard on me, and takes me more time. Especially because I can't read your mind and see how you imagine it. So I could end up having to re-do it countless times. Therefor, I require references.

actually I tend to do this
I could add them to the ground if you'd like, but then I'd have to shrink the villagers, and I usually don't like doing that ^-^
