I'm a bit new to the cycling seen so I'm not entirely sure what lurkers are aside from people who just lurk until the villager they want is in boxes. c: As for your question-

Lurking is A-Okay and the first come first serve is only for when that villager is actually in boxes. I don't count those who post "lurking for ___" as the first serve thing. It only counts once the villager is in boxes and they come back and actually post for the villager if that makes sense. c: Like, if someone came and and wanted Gigi and posted "lurking for Gigi", and later she was in boxes, that person wouldn't get her unless they posted again saying they wanted her and were first.
