I personally wouldn't spend the possible hours trying to get her out. You do NOT need to have the development permit before people can start moving. I learned that the hard way. I spent 4 hours getting Marshal as my smug and then accidentally voided him because he was my first mover. I didn't have 100% approval.
The train station and town hall wouldn't be deal breakers for me. Are you not planning on upgrading them?
Ooh, that might be a plan. Sometimes it takes a while to start getting people out though. Is all the trouble worth it? I'm convinced she won't be hard to find. My first town had oranges but I really didn't like the perfect oranges.
