Well in the game it means they got picked at random in a huge lottery of millions of students in the country and because of their luck they got to go to Hope's Peak Academy.
Honestly you can just pick anything XD the ultimate thing only comes into play during executions really haha
You can pick a one from the actual games or something. Ultimate Gambler, Ultimate Pop Idol, Ultimate Luck, Ultimate Nurse, ect.
Well maybe we could say, with out revealing the overall plot, your character was trapped in a storage cupboard (with snacks and stuff in so he/she didn't die XD ) in the library and Vick, since he is in there can find you? Maybe Monokuma forgot he put you there or something silly XD
