As a matter of fact, I literally just used that method to get Stella back in my town (I gave my brother Curly in the process looooop)
Boi I've been playing Animal Crossing on the Gamecube for almost 11 years I know all the ups downs ins and outs of it lol
I tried to do that earlier where I visit his town and someone moves but no one left. I've seen them leave same day too so I know it's possible.
