Yup! What you do is when you know a villager will be moving in the next day (i.e. After you've adopted someone), you change the date to the next day through your ds' settings, and then create a new save file. You run around your town to find where they've plotted their house. If you're happy with it, you talk to Isabelle/Tom Nook, save and then delete the save file. Or if you're not happy, you just close out without saving and continue making new save files until you're happy with where it is :p. It can be a long process sometimes, but worth it.
