Observer means you receive a link to chat to other players while the game goes on. An Observer is not allowed to share or post in the thread what so ever.
If you die during the night or get lynched in the day, you also receive access to the Obs chat.
Yes. Pm's are allowed in some games, but this is a no PM game. Outside of thread communication would result in a mod-kill.
But, if you are to receive a mafia role, then you're allowed to talk to other players outside of the thread.
