And yep, when your alt character moves out to a new town to be in charge, you'll start with choosing town map. Although you don't need to get questioned by strange cat to ditermin your gender/appearnce. Y'know, I used to be that second character in Mao's town and moved out to be a mayor of my current main town! xD

Regarding your question just only your alt characters can move to a new file and be a mayor. Mayor Leeling cannot be a mayor of a new town. If you def would like to go through this you need to use hacking tools. You know what I'm talking about and I'd never recommend it.
