if you are allowed to create a blog then it will have the button, you should be. you know where the "Blog tree" button is right? because that's really important to know where it is.

another way to do this, is to go to "blog tree" by clicking the button, and right above the panel to the right that says "recent entries" above it should also be a "create a post button"
