It's not that hard! Well kind of, cause you have to beat the "ghost" thats racing you by 7 seconds in every race. But to get Baby Luigi, you only have to beat 8.
Oh so the reason you dont have Baby Luigi is cause you haven't done the time trials yet! My brother did all of mine : D
