Buying 1st v 2nd Distro of 7-11 Set

I am seeing a lot of this "first vs 2nd" distro of 7-11 set... can anyone explain the meaning behind that?

The 7-11 items were distributed in 2 "groups" 1-5 then 6-10, totaling 10 items, the 1-5 dlc is known as set 1 and the 6-10 known as set 2. Hope this helps.
