A way to make villagers friends?

Is there a certain way to make villagers friends with one another?

Like, when I'm finally able to get Fang I want him and Whitney to be friends.

Is there a way to 'force' that?

There's nothing you can do. The villagers don't interract with each other very much in New Leaf.
