Well, 7 out of 10 of the villagers I have were from adoption boards. (Just not Beau, Stitches, or Hamlet)
Just be hawk eye vigilant and you'll find who you're looking for.

But I'm at the point where I don't think I'll be cycling through 16 villagers in order to readopt her.

Hey, artsy, if it's not too hard to ask.. Why do certain villagers become popular? (The reason I want Kyle is because he's the dog version of a cat I used to own.. It took a really long time for him to love me ;-

Hmm, I'm not very sure.
I'm guessing the ones who are new to the game are popular since nobody's ever had them before and their popularity and want grew so their value also increased.

But since I know who your dream villagers are if I happen to see any of them I'll keep a lookout for you.
And I hope you find Kyle! It's nice having villagers that remind you of your real pets.
