Anticipating a new villager...where am I going wrong?

I've spent the last couple days anticipating a move-in on my New Leaf game, so I've been starting off with a new save file and not accessing any existing characters. The first time during the day that I access the game with my new character, there is a roped off area for a villager to move - in. (This is a random villager, because I currently only have 8 in my town)

I didn't like the placement OR the villager, so I ended without saving, and reloaded a new character again to see who it would be, and where the house would be this time. This time, there was no roped off area, so I reloaded several more times. Each time during that day there was no roped off area (I did this around 7 times before giving up ha). However, when the next day rolled around, there was a new roped off area for a new villager to move in.

Do I have to wait for the next day to see a new villager come to town? I read that wasn't the case, but when I restart several times in the same day the town looks EXACTLY the same - I even fell in the same pitfall seed spot every time I loaded that day. Even my existing villagers were roaming about in the same spots they were in from my last reload even though I didn't save the file. The only difference was that there was no roped off area for a move in or no camper if there had been someone camping on my first new characters file that day.

Am I missing something or doing this wrong? My town is lacking a jock villager, so I'm restarting to try to get Bam since I really like him. Any help is greatly appreciated!!
 
Hmmm. I've never heard of anyone having an issue with this. I'm not quite sure why that's happening. I hope you find the answer soon though! ^_^

Thank you! and yeah I've scoured the internet and no one else seems to have this issue. I did a little experiment and skipped my DS clock forward one day and all of a sudden I had a new villager moving in AND a new camper...super weird. I'm not opposed to messing with time (I know some people are really super serious about it but it doesn't bother me) but I don't really want to skip forward a ton to get a new villager, and then have to move time back for my Mayor file so no one i love moves out and make a huge mess of things.
