Are all random island villagers personality locked?

So I know the first two you get are personality locked and same with the three you get from Tom or get from islands. But after those 5, are the villagers on island personality locked? Or can you possibly get any villager on islands?

I want to make sure I don't waste all my tickets on a villager that I can't get

On the same day you get the first campsite visitor (which you have to invite; no ifs ands or buts) you can sell land. When you sell a house plot, you can see villagers on the island again, and they can be any personality.
