Are Regular, Non-Mayor Characters Able To Access The Island?

Sorry if this seems like a dumb question, but, my mother is playing on the same cartridge as me and the island isn't unlocked for her. I'm worried that she won't be able to access that part, and that she'll stop playing x_x

So, will she unlock the island the same way I did? Will Tortimer come separately on her log-in screen? Someone please ease my worries...Thank you!
