Are the 3ds games complete on the cartridge?

I explain me. We know that nowadays most games go to shops incomplete or broken, full of bugs, unplayables, and they are fixed with patches. So the physical game is destroy, because what comes to you on the disc is unplayable.

Does this happen with 3ds games? Do not confuse that they add extra content over time, with the game coming incomplete or unplayable without patches.

I ask it to know if it's worth buying second-hand games once the servers are disconnected.

Yes, I know I can "mod" the console and get the games Jack Sparrow style, but I mean legally.
 
3DS cards are really no different than DS cards when you think about it. The 3DS games are complete but a few might need updates to be played.
 
The majority of Nintendo's first party offerings can probably be played with just the base release build without too much anxiety of them being completely broken or unplayable. For third-party games, while most of them are probably fine, you'll want to research on a case-by-case basis, especially if it's a game that's outside the boundaries of the usual demographic for 3DS owners.
 
There are 2 kinds of ACNL cartridges. Those that include Welcome Amiibo, and those that don't. If you buy the original copy, you will need to download the update from the E-Shop, which may no longer be possible.

The Welcome Amiibo is the one you should get if you are unable to update the game. It has everything that was released during the game’s lifespan.
