ARGH! Perfect Town Problem!

Well... I have marked up all the 16x16 things (What is a 16x16 thing called? I think I'll call it cake.) Yup. And I have 3 or 4 flowers in EVERY cake! And I have barely started planting trees, because there is going to be 12-15 in every cake.

But at the Town Hall, I keep getting the same message! :throwingrottenapples:
"...because there's not enough greenery in the area."
Why?! I am ABSOLUTELY SURE that I have 3 or 4 flowers in every cake! Pelly should be satisfied now!

You can also use fruits from trees. Dig a spot where you want to plant, then bury a fruit there, and a tree will spawn. Some spots doesn't allows to grow one.

also 100 bells and a golden shovel helps 2.

As I've said countless times on TBT... you don't need a lot of trees to make a perfect town. Lots of flowers will also get the job done.
