All babies are female when developing into the womb and it's not until a certain point in development that the SRY part of the y chromosome does its stuff and takes that development on a different path, building the proper proteins for male structures and other male features. Basically, the nipples are a result of the fetus developing like a female up to that point where development takes a different route.
