I think that TBTF should add an auction page, where people can list items and people bid for bells. Once it's sold the two peoples FCs are swapped, and a time is agreed to trade.

People can then leave feedback to say if the person scammed or whatever.

Just a suggestion. Would be brilliant for New Leaf as there is no way to hack it as yet.

There's an auction place for stuff in "The Gate" for Animal Crossing City Folk online stuff. I'd assume once the united states and europe get New Leaf a similar section will be put in place in the New Leaf online section.

There's an Auction board in the ACCF forum and there's also a TBT Marketplace where you can hold auctions using TBT bells.
