does anyone know if this ordinance has an effect on the amount of sticks on the ground? thanks

It does not. I believe animals pick weeds, there is less or no trash while fishing, and flower hybrids have a higher chance. Flowers spawn so fast as it is though so it's probably overkill.

If you don't like sticks appearing on the ground every day, if you have enough sticks already on the ground, then more won't spawn. I forget the number, but I think it might be about fifteen, and I think they have to be individual sticks, not a stack. If you don't want to see them, you can hide them behind trees or cliffs or other things you can't easily see behind.
