It's a ticket you can buy for Nook Miles and sell for bells at the shop. It's basically a way to turn Nook Miles into bells. Also I think you can find them on the special island for May Day as a sort of bonus prize for solving the obstacle course.

I think the exchange rate is something like 500 miles for 3,000 bells.
