I'm really not sure. When I first started my cycling town no one would move. I literally would TT for months and no one would budge.
After I got the permit villagers started moving. That might just be coincidence though.

Same here. I'm in the end of November and no one's wanted to move. It'll take some time to get the permit then, sorry guys!

Try getting your town covered in weeds and then picking them. I got my permit fairly fast that way.

The permit means you can get the campsite too.. Just make the money for a shovel and get three money rocks and you can pay it off .. Then you can put it right next to your house (2 spaces between your house and it)

^ Good point! I have the campsite in my cycling town and most of my super popular villagers come from there.
