1) I have 9 villagers in my town, and I know the maximum is 10.
2) My town has recently reached "perfect" citizen satisfaction.
This is what happened: My camper just said "Your fruit is the same as my town, it must be fate" or something along those lines, and I said "Yeah, you should move in!" and he responded with "On second thought, I think I'll stay in my town."
Why could this possibly be happening? I don't have the maximum number of villagers in my town. He wouldn't even give me the "moving in" prompt if that were true. What reason could a camper have to refuse when you ask them to move in?
I'm totally stumped. Any help would be appreciated. I really want this camper.
