Campsite villager keeps asking to move out a villager I like!

So there's a villager in my campsite right now that I want in my town. My town is full, but I was hoping I'd get him to replace a villager I don't like (Plucky, Walt, Rex, Blanche). He suggested to replace Bea, which I do NOT want him replacing! So I said no, and he gave up completely. I kept bugging him and eventually got him to ask resident services again, and he suggested Bea AGAIN. Is who the camper replaces set completely? Or is it random, and I'm just unlucky? He says someone at resident services mentioned her both times, I don't know if that helps at all..

Idk what to do I should probably just let him go, but I want him on my island..

Edit: I asked him for a 3rd time and once again it's Bea. I guess it's set I guess I'm not getting him..

I think the strategy is to close the game when they suggest someone you wouldn't want to move before it can autosave. Basically you kinda save scum until they say someone you don't mind.
Correct me if I'm wrong!
