Can it take multiple conversations to recruit a villager in boxes?

Hello,

So earlier, I had someone come to my town earlier to come and adopt Fauna from me. She is in boxes. However, even though they have avaliable slots, they did not have any success getting the prompt to have them move in. Do you sometimes have to talk to them multiple times before you can ask them to live with you?
