Can other players move into islands?

EDIT: The title should have been "WHEN can other players move into islands." I know that other players can definitely move into the islands at some point, lol.

I'm sorry in advance if the answer is obvious and I just overlooked it, but I'm wondering at what point in the game new villagers can move into an island. There's not a typical loading screen when you boot up New Horizons where it asks you who's playing, so I'm wondering how to move new players into an island. Is it impossible until you get to a certain point, or is there a menu I missed? Thank you!

i don't know for sure, but i think you make other villagers when you play the game with a different profile. i haven't tried it out myself yet though
