This my character, he's a male, (yes he's wearing a skirt- it is cute, hush).

What clothing/items is he wearing? These:
- Star Bopper

- HHA Raincoat (IT HAS A HOOD PLS MAKE IT BAGGY EEE)

- Yellow rain-boots (same colour as the raincoat ! ! !)

- White bobby socks yum (try to make them show just a li'l)

- Pep-Squad Skirt (same colour as the bobby soouckssss)

- bandage yesssssss

aND IF Possible i want zucker drawn next to me wearing a kids' smock:

I'm looking it over, but honestly I personally don't like to deal with piece by piece refs and I think the addition of a background would make it all take days and therefore be no profit to me time wise D:

It is an incredible amount of work for a freebie, I highly doubt you'll get anybody willing to work that much for free. You mention you'll be able to pay but how much exactly? Also you will be a lot more likely to get someone to do this for you if you put your budget in your original post.

ok thanks for giving the idea for putting a budget,
but I really do not get the point in people saying "I highly doubt this will happen" or, "no one is going to do this" - as you really haven't got a clue.
sure the chances aren't high, but it's un-necessary that people comment this stuff.
