Can you invite your first camper from an island tour?

I know you have to invite your first camper to live in your town, but I heard rumours that you could invite a villager from a mystery island tour to be your first camper, is this true? I’d assume it’s not because I’m sure I’d be seeing it said a lot more if it were but I’m just wondering. My campsite is built, but I won’t have my first camper until tomorrow and I don’t want to waste miles island hopping just to see if the rumour was true. I’m guessing that villagers aren’t even found on the islands again until after the first camper but I wanted to check since I like to understand exactly how all this works.

But after you invite your camper you can buy another plot of land and go on a tour and recruit a villager through that.
The camper; however, has to move - you've no choice.
They can later move, of course.

I tried this and unfortunately it doesn't work, I tried using a nook miles ticket after I built my campsite and villagers didn't appear until after I invited my campsite villager.

You need to invite him/her, put down the plot and then you purchase a second plot from Nook on the same day and can go villager hunting.
Villagers don't spawn on islands without plots being put down first. :)
 
Thank you both, I figured this was the case but there’s a lot of misinformation and speculation floating about at this stage so I wanted to confirm that the rumour was incorrect.
