You don't understand. If the villager is not popular at all (there are many villagers that have been voided in balant giveaways here), he is just making people guess for nothing. Like if it was Quillson, and nobody really wants him, there is no point in this and he should make it a normal giveaway.

Why bother doing this if you have doubt? It's a free villager and I'm giving it away this way because it makes it more fun. I'm sure someone would like it. And if you're worried about that then surely you're just gonna guess the ones that you want or at least don't mind which I'm sure that's what everyone else would be doing. I know I wouldn't guess a villager that I didn't like at all.

Huh? What if that person was looking for an unpopular villager that's hard to get hold of because (guess what) they'd be unpopular and hard to find on a trading board. My sister had Quilson for ages and even though he wasn't her favourite villager he still grew on her :/
He's doing this type of giveaway because it's interesting to see the outcome rather than "I'm giving X villager away, post if you want them"
